IT/Operations Manager

The IT/Operations Analyst will be responsible for programming, future development, maintenance, and management of our internal participant data system, Concordance Academy Participant System (CAPS). This role will have a full understanding of the structure, policies, and operations of Concordance which will allow for continuous modification and IT solutions for the functioning of the program in St. Louis and the needs for nationwide expansion. This position may collaborate with one or several business units or functions.


Primary Responsibilities:

  • Analyze, define, configure, implement, test and support projects that deliver customized solutions
  • Solve team member problem using Dynamics 365 and CAPS
  • Review existing functionality and perform a gap analysis to identify enhancements to existing system functionalities. Apply configuration changes and updates via an application management tool.
  • Serve as technical support to team members as needed (troubleshooting and training)
  • Document detailed business workflows and requirements for process change
  • Analyze external market dynamics and other data sources to assess trends and develop actionable insights and recommendations to management, via the understanding of the business model and the information available for analysis
  • Ensure all projects and reports are completed accurately and within the established time frame
  • Ensure compliance with Academy policies and HIPAA regulations
  • Establish strong relationships with all the IT functions within Concordance Academy to ensure the needs of the model are fulfilled
  • Understand and manage the local IT landscape i.e. key applications, assets, infrastructure, and services – know where there are problems/challenges and work with IT partner to prioritize necessary developments
  • Manage all third parties to ensure delivery of services meet the contracted requirement and where that falls short of the business need, agree on a plan with management to bridge the gap
  • Make recommendations for solutions or improvements that can be accomplished through new technology or alternative uses of existing technology


Skills, Knowledge, and Abilities:

  • Minimum 5 years as a Business Analyst, Solutions, Technical Architect or Technical Consultant
  • At least 2 years project experience in enterprise business application development and delivery (e.g., CRM, ERP, SCM, HCM)
  • At least 1 year project implementation experience and integration using Microsoft Dynamics 365
  • At least 2 years project experience translating client business needs into software/technical capabilities
  • At least 2 years project experience with business requirements analysis and modeling
  • At least 2 years project experience creating functional designs, test conditions and test scripts
  • At least 2 years experience working within a team environment
  • Experience with creating requirement specifications based on architecture, design, and detailing of processes
  • In-depth functional knowledge of Microsoft D365
  • Possess both functional and technical expertise
  • Excellent communication (verbal and written), listening, analytical, and research skills
  • Maintain a high level of confidentiality as it relates to the agency and all records/documents
  • Ability to work closely with others in a small, highly collaborative team environment
  • Work flexible hours when needed

Education and Experience:

  • Bachelor’s Degree in Computer Science (Applications), Engineering, Math, Science, Technology, or related field
  • Microsoft D365 experience
  • Superior interpersonal skills


Licensure & Certification:

  • Experience working with justice-involved adults or other vulnerable populations
  • Lived experience
